August 18, 2015 the UN OHCHR said today, the Syrian army in the northeast suburb of Duma town-sponsored bombing reportedly killed at least 111 civilians were killed and 200 injured, many of them seriously, the death toll may rise. OHCHR stressed that any deliberate targeting of civilians or civilian facilities as well as a direct attack on the indiscriminate use of heavy weapons in civilian enclave acts are serious violations of international humanitarian law and human rights law, and may constitute a war crime.

Colville said that according to the survivors talk, on Sunday, the Duma town were two rounds of attacks shortly after the first round of air strikes, civilian areas and ground missile attacks occurred. Colville stressed that any deliberate direct attacks against civilians or civilian objects and indiscriminate use of weapons in civilian gathering area are serious violations of international humanitarian law and human rights law may constitute war crimes, the perpetrators should be held criminally liable. Colville noted that since four years, requires Syria calls for accountability and the rule of law is ignored, OHCHR has repeatedly urged the Council to the situation in Syria to the International Criminal Court.


De Mistura, the UN Special Envoy for Syria (Staffan de Mistura) also issued a statement earlier on the incident strongly condemned the raid and called on all parties in Syria immediately cease all acts of violence, open dialogue, a political solution to the crisis. The statement stressed, must be unconditionally allow humanitarian access, and to stop the killing, the past few years has proved that there is no military means to solve this conflict.
